Telangana Employees Decries Secretariat Sharing. The Telangana employees and leaders are strongly opposing the sharing of accommodation of the State Secretariat by both Telangana and the residuary Andhra Pradesh.
Hyderabad: The Telangana employees and leaders are strongly opposing the sharing of accommodation of the State Secretariat by both Telangana and the residuary Andhra Pradesh. However, the Seemandhra employees welcomed the decision taken by the government.
According to government’s decision, the existing infrastructure and accommodation in the Secretariat would be shared by both the States. The demarcation and fencing of the blocks would be completed within a week. The two States will have their legislatures functioning from the present Assembly Hall for the next 10 years.
A decision to this effect was taken at a meeting held by Governor ESL Narasimhan with top bureaucrats who were tasked with the implementation of the bifurcation process. Both the Chief Minister and the Chief Secretary of each State would be accommodated in a common block.
K Padmachary, Secretariat Employees Association secretary, said, “Once the State was divided the government should set up a separate Secretariat for the residuary Andhra Pradesh, but not splitting the present one.” He said that a separate building either at BRK Bhavan or another could be given to the Andhra Pradesh rather than splitting.
Secretariat Employees Association president U Murali Krishna said, “We welcome the decision of the Governor. We pleaded for it and it is not correct to set up the Secretariat at another place. There is sufficient space in the present Secretariat to cater to the needs of the two states.”
There would be no question of constructing any new accommodation for any of the existing institutions such as commissionerates and residential quarters for the Ministers, MLAs and the officials for the next ten years. The issue of allocating office space for the directorates and residential quarters for employees also came up for discussion. The Governor, according to official sources, wanted allotment of the office space for the secretariats to be made well before the appointed date to ensure that they would start functioning smoothly after the elections.
Assembly to serve for both States
It was also decided to utilise the present Assembly for holding sessions of Telangana and the residuary Andhra Pradesh. The present Assembly building can be utilised by convening the sessions with regular intervals by both the States or using the old and new buildings. The MLA quarters in Adarshnagar and new complex being built at Hyderguda would be allotted to the legislators of the two States.
Commissionerate offices to be divided
Buildings housing the commissionerate offices would be shared by the two States. The building allocation would be on the basis of 52:48 ratio. There were 80 directorates and commissionerates in Hyderabad and these offices have been working at various buildings in Nampally, Goshamahal, Charminar, Secunderabad, Khairtabad and Masab Tank.
