Governor: Staff Division cannot be Completed Before June 2Hyderabad: The committee working on the employees division directed the head of departments to submit all details of outsourcing and contract employees by April 25. Reviewing the progress of work pertaining to the employees division, State Reorganisation Cell (SRC) Principal Secretary PV Ramesh said that the Kamalanathan Committee had asked for the details of outsourcing employees with all information including nativity, birth place, educational qualification and work status. He said that the nodal officials should send the information through e-mail to the committee by April 25.

On the other hand, the nodal officers who were looking after the compiling of employees in their respective departments, informed the committee that they were unable to go through the work due to various reasons. They explained that they had not received the rules and guidelines so far and it was not possible for them to go forward without the guidelines.

There were 83 nodal officers, who were asked to complete the employees division in their respective departments. An official in law department said that there was only 38 days remaining for the appointed date and it was impossible to complete the process before the date. “The Centre did not frame the guidelines for the employees division. We should not do anything without these rules,” he stated.

Interestingly, AP Khadi Village Industries Board (APVIB) wrote to the law department seeking guidance on dividing the employees of the Board. The APVIB officials stated that there were separate rules and guidelines for the Board. There was a lot of confusion on how they would implement it in the division of the Board, they added. In reply, the law officials advised The APVIB to wait till June 2. Sources said that there were several such issues to be decided by the government. Some of the officials approached Governor ESL Narasimhan to clarify the issues of employees. The Governor said, “There are no powers to the Governor in AP Reorganisation Act and every issue should be settled by the Centre only”.
