Hyderabad: The State government has speeded up the process of division of the state following the Supreme Court’s decision which had declined to grant a stay on the Appointed Day.

Governor E S L Narasimhan on Monday accepted the recommendations of the high-level committee on the State bifurcation issues related to Schedule IX and X and directed the officials to forward it to the Government of India for issuance of a notification. The government came to the conclusion that some 22 departments are essentially important for both the states and that they should be divided.

He has also asked the officials to complete all the formalities before May 15 and keep everything ready so that it could be placed before the elected governments. He made it amply clear that May 15 was the last day and that there should not be any spill-over of the work.

Detailing the action taken so far, Chief Secretary P K Mohanty informed that the apex committee had reviewed the draft recommendations and had finalised after thorough discussions with the departments concerned by following standard operating procedures.

Special Chief Secretary Pradeep Chandra, who presented the recommendations of the apex committee, informed that a total of 89 companies, corporations, societies were listed under Schedule IX. He said the committee had identified 20 undertakings for immediate reorganisation based on the services, revenue generation provided by the undertakings such as transport, electricity, housing and seed distribution.

Of the 20 corporations proposed for immediate reorganisation, four are under Statutory Act, one is Cooperative Act, one is Societies Act and 14 are under Companies Act. The committee has recommended taking immediate steps for creating two separate entities to function from the Appointed Day.

He said that the statutory audit for 20 corporations was conducted up to 2012-13 financial year and provisional audit was done for 2013-14.

Principal secretary, Higher Education, made a presentation on access to higher education and proposed new institutions in both the states. The Advisors to the Governor, Salauddin Ahmed, A N Roy, special chief secretaries, S P Tucker, N Ramesh Kumar, P V Ramesh and Ramakrishna Rao attended the meeting.
