Hyderabad: First time in the history of united Andhra Pradesh State, no financial-related transactions would take place from May 26 to June 1. This period will be known as ‘Zero Week’ as the State is set to be bifurcated on the Appointed Day of June 2.

In view of this, the government has directed the treasuries concerned to credit salaries of government employees by Monday. Pensions will also be paid on Monday.

Even the government departments have released payments to various organizations to avoid any litigation after the bifurcation. The Information and Public Relations department alone issued cheques worth Rs 36 crore to various media organisations as part of advertisement bills. It also cleared all the medical bills of the employees that were submitted before May 15.

Principal Secretary (Finance) P V Ramesh said that all the payments were made since it would be ‘Zero Week’ and no financial transaction can take place during that period. He said that two governments-Telangana and Andhra Pradesh would start all transactions afresh from June 2 under the respective state head accounts. He said that a new treasury account was created for Telangana government.

The money that would be left over in the State treasury as on May 31, 2014, would be divided between the two States in the ratio of 58.32:41.68. The new governments would start their transactions with this money. The businessmen of the both regions were asked not to pay their taxes during the week and Mee-Seva and e-Seva centres are also asked to remain closed during the week.

The departments like Panchayatraj, Roads and Buildings, Irrigation, Medical and Health, Home, Handlooms and textiles, Agriculture, Commercial taxes, Marketing, Animal husbandry and women welfare also cleared all the bills that were submitted to them by May 15. An official in the General Administration Department said that the government would issue GOs not related to finance during the time.
