New Delhi: A high-level delegation of the TDP MPs, led by Y S Chowdary, on Wednesday called on Union Home Minister Rajnath Singh to urge him to make an amendment to the Andhra Pradesh Reorganization (Amendment) Act, 2014, as an important village to be transferred to Andhra Pradesh under Polavaram submergence area was missed out by oversight in the Bill and it should be brought back into it through an official amendment. Rajnath Singh assured the delegation that he would have the issue examined.

Y S Chowdhary pointed out that Burgumpadu revenue village of Burgumpadu Mandal was originally attached to Andhra Pradesh, but in the subsequent Ordinance it was shown as attached to Telangana. Since the intent of the Ordinance on Polavaram was to attach all Polavaram submergence areas to Andhra Pradesh, with the exclusion of Burgumpadu revenue village, the intended benefit would be defeated. It is essential that oversight has to be rectified.

The TDP leader said under Article 3 of the Constitution, absolute powers for redrawing powers are vested in Parliament. Besides, he argued that the Ordinance was promulgated on May 29, ahead of the Appointed Day of June 2, and as such, there was no legal problem involved, as claimed by the TRS. By accepting the Andhra Pradesh Reorganization Act, 2014, the Polavaram Project was deemed to have been cleared by the Telangana Government. As such, he said, there was no need for any representation from Telangana in the Polavaram Project Development Authority.

Chowdary defended the move of the Andhra Pradesh Government to invoke Section 8 of the Andhra Pradesh Reorganisation Act, 2014, which states, “The Governor shall have special responsibility for the security of life, liberty and property of all those, who reside in the common Capital area.” It also stated, “In particular, the responsibility of the Governor shall extend to matters such as law and order and internal security.” There were many provocative statements, he said, being made by the Telangana Government, which resulted in a feeling of insecurity among the residents of Hyderabad. Many of them are migrating to Andhra Pradesh from Hyderabad, he said, losing confidence in the ability of Telangana Government to act in a fair and impartial manner in protecting the life, liberty and property of the people.

“We therefore appeal to the Home Minister that rules should be framed expeditiously to keep law and order of the common Capital of Hyderabad under the Governor, as specified in Section 8 of the Andhra Pradesh Reorganization Act, 2014,” he added.
