A two-judge bench of the State Service Tribunal on Thursday admitted a petition filed by Dr Manoj Arvind and 14 others challenging an order of the Government of Andhra Pradesh seeking to carry out appointment to the posts of Assistant Professors in various medical faculties through in service candidates and without calling for applications from candidates for direct recruitment.

Hyderabad: A two-judge bench of the State Service Tribunal on Thursday admitted a petition filed by Dr Manoj Arvind and 14 others challenging an order of the Government of Andhra Pradesh seeking to carry out appointment to the posts of Assistant Professors in various medical faculties through in service candidates and without calling for applications from candidates for direct recruitment.

The bench of the Chairman Justice Samudrala Govindarajulu and Member MVPC Sastry made clear that any appointments would be subject to the orders of the Tribunal in the present case. The bench also directed the authorities to make this clear in any appointments made on the basis of the impugned notification. The petitioners contended that the relevant rules required that in a cycle of five posts, three must be by direct recruitment and the remaining by in service candidates. They also complained that without recourse to direct recruitment the remaining posts were being filled up to the detriment of the qualified post-graduates.
