Union Minister of State for Science and Technology YS Chowdhary declaration that more than Rs. 10,000 crore to Andhra Pradesh by the end of March in accordance with the provisions in the AP Reorganisation Act.
He now says that AP had incurred a loss of Rs. 12,000 crore on account of bifurcation, while Telangana had gained by an equal amount. While Rs 500 crore was released towards compensating the deficit, the Centre finally decided to provide a total of Rs. 7,500 crore to help the State meet the deficit this year. If so why the Finance Minister has shied away from making a statement so far is the moot question.
In addition, Rs. 2,000 crore for the new capital, Rs. 1,900 crore due to the State under the 13 Finance Commission, Rs. 750 crore towards CST compensation and a balance amount of Rs. 280 crore for Hudhud cyclone relief will be released this financial year. Also, a sum of Rs. 350 crore will be released for the Polavaram project.
The Union Minister's statement needs a good backing from Union finance minister. In the budget, only Rs.100 crore was mentioned,then how come Rs.350 crore? About the rest, less said the better. Many say it is a campaign by the TDP to ensure that its partner BJP did their bidding. One has to see whether BJP was so desperate for the TDP support in Rajya Sabha for the land Bill etc?
While more funds for the cash strapped state with huge responsibilities like the new capital, loan waiver, free power and huge infrastructure development needed in the 10 districts, is a welcome feature. Yet, the statement does not stand the scrutiny of financial analysts. " Good if it comes, But we don't see how and from where," say the analysts posed with the ministers announcement. In the absence of a clear indication of special category status for AP, all grants are just a wishful thinking or a TDP campaign , they say.
