The GO had been issued by the AP government on May 14 for the land acquisition by the Capital Region Development Authority (CRDA) from the farmers for the construction of Capital City. The GO was applicable to the farmers who were not willing to part with their lands under the land pooling policy.

However, it was challenged by the farmers of Penumaka and Undavalli villages along with realtors in High Court. The petitioners sought suspension of the GO on the grounds that the government was seeking exemption from fair compensation for the lands given.
