Tirupati: New vehicle owners in the State were still looking for the registration certificate smart cards. Since June, the registration certificates (RCs) were not issued which is a primary document of ownership of a vehicle. The Andhra Pradesh Technology Services (APTS) has to call for tenders to procure smart cards. But their apathy in completing the tender process has made vehicle owners to wait for over 5 months to get their cards. At last, they have given the contract to old contractor recently.
As a result, Chittoor district got 20,000 smart cards of which 8,000 were earmarked for Tirupati RTA. With waiting list crossed over 35,000 and was increasing everyday with 150 to 200 registrations taking place in Tirupati, it will take more time to complete the backlog. In the entire State, the waiting list was in lakhs.
Nowadays, the registration of vehicles was done at dealer’s shop only and they issue a paper registration certificate to buyer at the time of delivering the vehicle. Through online the same details reach RTA office. They have to print the smart cards and dispatch it to buyer within three days. But, from June no smart card was issued as the RTA offices were not having the empty cards. They have sent their indents to APTS and waiting since then.
The vehicle owners on the other hand, were demanding the authorities to issue smart cards. The authorities were not able to answer them as they too were kept in dark about the position. They were saying that the paper RC is equal to digital one and one can carry it along with them.“Then why they are collecting separate fees to issue smart cards and a time of three days was stipulated to dispatch them,” questioning the vehicle owners. Their argument was that when they go to neighbouring states, police were not accepting the paper RC and imposing fines.
