Amaravati: The state government is going to grant special remission to convicted prisoners on the occasion of celebrations of 150 birth anniversary of Mahatma Gandhi from October 2, 2018, to October 2, 2019, in three phases.

In the first phase, the prisoners will be released on October 2, 2018, in the second phase the prisoners will be released on April 6, 2019, and in third phase, the release will be on October 2, 2019.

The cut-off dates for consideration of the cases of eligible prisoners for first phase would be October 1, 2018, for second phase, April 5, 2019 and for third phase October 1, 2019.

Home department principal secretary A R Anuradha explained that the state government took this decision in accordance with the proposal moved by the Central government and a Government Order MS No 125 was released on Monday.

The GO provided guidelines for granting special remission to specific categories of convicted prisoners. The government will consider those who have consistently maintained good conduct during their term in prison.

Women convicts of 55 years of age and above, transgender convicts of 55 years age and above, male convicts of more than 60 years of age, physically-challenged convicts with 70 per cent disability, all these category prisoners who completed 50 per cent of their actual sentence period will be considered under this proposal.

In addition, terminally ill convicts and convicted prisoners who have completed two-thirds (66 per cent) of their actual sentence period will also be considered.

The state government also constituted a three member committee to review the lists and recommend to government for consideration of eligible cases for grant of special remission. The committee consists of principal secretary, home department as chairperson, secretary, legal affairs and law department as member and director general of police as member secretary.
