He has been booked under Section 428, 429 and Section (11) of Prevention of Animal Abuse Act,” said the complainant. The body of the puppy was shifted to Narayanguda Multispecialty Hospital for autopsy on the directions of Kacheguda Inspector D Raj Kumar.

NG Jayasimha, Managing Director of Humane Society International, India, a Hyderabad based NGO said, “All of these cases, even if the due process of law is followed and the matter comes before a Magistrate for trial and the accused is convicted, the offender shall pay a fine of not less than 10 rupees (cheaper than a litre of bottled water) and not more than 50 rupees (this won't even buy you a full meal) for killing an animal.”

Shreya P, the complainant said if the trial runs well, the accused would be penalized for a maximum of Rs. 50. “Will Rs. 50 fine stop a person committing crime,” questions Shreya. Jayasimha also said that an amendment to the Act needs to be done, so that perpetrators of violence and cruelty would receive stern punishment.

He said along with some other NGOs, they are planning to petition to the Prime Minister and the Lok Sabha Speaker to bring an increase of penalty in such cases and amend the act accordingly.
