The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) Dr Jitendra Singh, has said that the government is seriously contemplating to reorient the North Eastern Council (NEC) to meet the current requirements and to address the new emerging issues in the North Eastern Region.
Prime Minister Narendra Modi has emphasised the need to reorient and upgrade the NEC. The North Eastern Council is the nodal agency for the economic and social development of the North Eastern Region which consists of the eight States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. The Council was constituted in 1971 by an Act of Parliament. The constitution of the Council has marked the beginning of a new chapter of concerted and planned endeavour for the rapid development of the Region.
The Council has also been implementing projects based on the strategy identified in the Vision 2020 within the region and as in May, 2016, 124 projects are under implementation in the agriculture and allied sector, 44 projects in the industries and 73 projects in the tourism sector, 96 projects in Education and 80 projects in Science and Technology sector respectively.
Likewise a number of projects in economic and infrastructure sectors have been undertaken under the aegis of NLCPR Scheme, SID, Livelihood and Skills. Agartala- Akhaura Rail Link is supported by the Ministry under Act East Policy. Interest free loan is provided to NeDFI for providing credit and other facilities in the NE Region.
Mandatory earmarking of at least 10 percent of GBS of Central Ministries/Departments for NER and creation of Non Lapsable Central Pool of Resources (NLCPR) has augmented resource flow to the Region. The total outlay for 56 Union Ministries for North Eastern Region during the current year is Rs 33,097.02 crore.
