Inordinate delay on the part of allotment of funds by the State government for free land distribution programme has left the Dalit woman beneficiaries’ disappointed. They have been eagerly awaiting the distribution of three acres to each beneficiary under the land distribution programme to the landless poor.

They have been eagerly awaiting the distribution of three acres to each beneficiary under the land distribution programme to the landless poor.
During the years 2016-17, the State government identified 678 acres of land to distribute among 237 beneficiaries, but failed to release the required funds for the scheme. It merely released Rs 1.48 crore to buy 35 acres meant for distribution among 12 beneficiaries.
Because of the delay in releasing funds, the officials are not able to pay money to land owners. Consequently, the land owners are not willing to alienate their lands. For the same reason, land registration got stalled.
The release of Rs 27 crore has been kept pending with the government to buy 678 acres. Had the funds been released, lands would have been purchased and distributed among the 237 beneficiariesand they would have raised kharif and rabi crops.
The beneficiaries lamented that there was no use of government identifying them as beneficiaries without distributing lands to them. They have been doing rounds to revenue offices at Gudihatnoor, Jainadh, Bazarhatnoor, Boath and Adilabad mandals seeking distribution of lands. The revenue officials are apparently tight-lipped on when they will distribute the lands.
Speaking to the Hans India here on Monday, District Social Welfare Officer Kishan Yadav said that release of Rs 27 crore is being awaited. As and when funds were released, the money would be paid to land owners and land would be registered in the name of beneficiaries.
Out of the 538 beneficiaries who were identified in Asifabad district, 147 acres have been distributed among 51 beneficiaries. Asifabad social welfare officer Anita said that the lands would be distributed among the rest of the beneficiaries as and when funds are received from the government.
In Nirmal district, the implementation of the programme is in a shambles. In Kouta village of Nirmal mandal, 22 beneficiaries have been identified, but land was distributed among only 13 members. In respect of nine others, pattas have been given without actually giving possession of land.
The beneficiaries have been appealing to the officials for allotment of lands. Dalit leader Narender appealed to the State government to release funds and allot lands to the beneficiaries.
Locals Borranna and Mallesh have been pointing out that the delay in releasing funds will burden the government as land cost is going to escalate. There was no use merely identifying the beneficiaries without actually releasing the funds. Therefore, they wanted the government to immediately distribute the lands, they added.
