Enhancement of universities’ block grants

Hyderabad: The professors and the non-teaching staff of the Telangana universities have decided to take the issue of insufficient allocation of block grants to the streets on Wednesday. According to Battu Satyanarayana, president, Joint Action Committee of the Telangana State Federation of University Teachers’ Associations (TSFUTA) and Telangana Universities Non-Teaching Employees Associations (TUNTEA), the staff of the universities will take out rallies in their campuses protesting against the indifferent attitude of the government towards the issue.

Satyanarayana said that about 2,000 members of the teaching and non-teaching staff from the university will take part in a rally from the University College of Arts and Social sciences, OU to the OU administrative building. Ever since funds were allocated to the universities in the maiden budget of the Telangana government, the teachers have been demanding for enhancement of the grant for all universities in the State.

So far, the government has released Rs 156.14 crore to Osmania University out of 171.14 crore that was allocated to it, said teachers. They added that the university at least requires Rs 320 crore for proper functioning. “On December 11, the university received Rs 70 crore towards salaries for January from the government in advance. The University at least requires Rs 24 crore per month. But now it is only left with Rs 15 crore for February and March,” Satynarayana said.

Kakatiya University too faces paucity of funds. While the university requires Rs eight crore per month, it is left with only Rs six crore for February and March, a member of TSFUTA, lamented. Members of TSFUTA said that the government, which recognised education to be high on their list of priorities now seems uncertain. “There is hardly any difference between the united Andhra Pradesh government and the Telangana government with regard to allocation of funds.

While we expected a good package for the universities in the Telangana state, the government of the latter has allocated the same amount that the united AP government too had. We have been trying to call on the education minister and chief secretary to resolve the issues. However, all our efforts went in vain,” said Satyanarayana.

He added that vanta varpu (cooking on streets) will be organised in the universities on December 23 and the bandh will commence on December 31. “We have given the government some breathing time to resolve the issues. However, so far there is no move by the government. If it fails to resolve the issue by December 31, we will sit for indefinite strike,” Satyanarayana threatened.
