Fund crunch for bore-well repairs wel2 Mateti Venu Gopal Khammam: Ministers, people's representatives and higher officials, on a number of occasions during the past two months, gave assurances that they would take steps to overcome water shortage problem this summer. Despite these promises, majority of towns and villages in Khammam district have already been facing acute drinking water shortage. Ground water levels were depleted alarmingly in the villages of Sathupalli, Chandrugonda, Thirumalayapalem, Vemsuru, Dammupet, Burgampad and other mandals. Majority of people in villages depend on bore wells for their drinking water needs. Many of these bore-wells became defunct. In several bore-wells, water could not be drawn due to depletion of ground water level. Repairs to the bore-wells have to be taken up by mechanics. Mandal Parishad officials have to assign bore-well repair works to the mechanics. But only one mechanic works in each mandal and he is unable to take up repair works to many bore-wells in different villages. A sum of Rs 600 is allocated annually to each bore-well for its maintenance. But the allocated amount is not adequate to take up repair works, villagers maintain. The Twelfth Finance Commission (TFC) releases funds to Zilla Parishad (ZP) to take up repair works to bore-wells. The ZP releases funds to mandals to provide drinking water facilities in villages. The TFC released funds to ZP (Khammam) for the year 2011-12. But funds were not so far released for the year 2012-13.A There are no adequate funds at mandals for the maintenance of bore-well pumps in villages. The mandals take up direct pumping schemes while the Rural Water Supply (RWS) Department takes up Central Water Supply schemes (pumping schemes) Last year the ZP released Rs 1.42 cr to 761 villages to take up repair works or new works for water supply. But these funds were not adequate to take up repair works. People urge the officials to release adequate funds to take up repair works or new water supply works in rural areas.
