Cabinet nod for Krishna, Godavari water boards. The Union Cabinet on Thursday approved setting up of two water boards – Godavari River Management Board and Krishna River Management Board – for Telangana and Andhra Pradesh.

New Delhi: The Union Cabinet on Thursday approved setting up of two water boards – Godavari River Management Board and Krishna River Management Board – for Telangana and Andhra Pradesh. They will come into being on June 2, which is the Appointed Date for the formation of the two States.
Justice Brijesh Tribunal has also been given extension till July 31 in order to make separate allocations for Telangana and Andhra Pradesh. If required, further extension will be considered later. Krishna Water Dispute Tribunal-2 is at present subjudice. Besides, the Union Cabinet has given its nod for a corporation for undertaking construction of Polavaram Project, which has been accorded a national project status.
The next Cabinet meeting will discuss modalities of setting up the corporation. The headquarters of the Godavari River Management Board will be located in Telangana and of Krishna River Management Board will be located in Andhra Pradesh. The Godavari River Management Board and Krishna River Management Board are autonomous bodies under the administrative control of an apex council to be set up by the Central Government and they shall comply with such directions as may, from time to time, be given to them by the Central Government. The Apex Council is chaired by the Union Water Resources Minister, who will be the Chairman and the Telangana Chief Minister and the Andhra Pradesh Chief Minister will be members.
The chairman of the council will not be below the rank or level of Secretary or Additional Secretary to the Government of India. Functions of the apex council shall include supervision of the functioning of the Godavari River Management Board and Krishna River Management Board; planning and approval of proposals for construction of new projects, if any, based on Godavari or Krishna river water, after getting the proposal appraised and recommended by the River Management Boards and by the Central Water Commission, wherever required; resolution of any dispute amicably arising out of the sharing of river waters through negotiations and mutual agreement between the successor States; reference of any disputes not covered under Krishna Water Disputes Tribunal to a Tribunal to be constituted under the Inter-State River Water Disputes Act, 1956.
Two members will be nominated by each of the States, of which one shall be the technical member not below the rank of Chief Engineer and the other administrative member to represent the States concerned. One expert will be nominated by the Central Government.
Each Board will have a full-time Member-Secretary, not below the rank of Chief Engineer in the Central Water Commission, to be appointed by the Central Government. The Central Government shall create such number of posts of the rank of Chief Engineer in the Central Water Commission, as it considers necessary.
Each River Management Board will be assisted in the day-to-day management of reservoirs by the Central Industrial Security Force constituted under the Central Industrial Security Force Act, 1968, on such terms and conditions as the Central Government may specify.
The functions of each Board shall include the regulation of supply of water from the projects to the successor States having regard to awards granted by the Tribunals constituted under the Inter-State River Water Disputes Act, 1956; any agreement entered into or arrangement made covering the government of the existing State of Andhra Pradesh and any other State or Union Territory and the regulation of supply of power generated to the authority in charge of the distribution of power having regard to any agreement entered into or arrangement made covering the government of the existing State of Andhra Pradesh and any other State or Union territory and the construction of such of the remaining ongoing or new works connected with the development of the water resources projects relating to the rivers or their tributaries through the successor States as the Central Government may specify by notification in the Official Gazette.
Another important function would be to make an appraisal of any proposal for construction of new projects on Godavari or Krishna rivers and giving technical clearance, after satisfying that such projects do not negatively impact the availability of water as per the awards of the Tribunals constituted under the Inter-State River Water Disputes Act, 1956, for the projects already completed or taken up before the Appointed Date. The Central Government may also entrust some functions to it on the basis of the principles specified in the Eleventh Schedule.
