Hyderabad: The NDA government would introduce amendments to two key labour laws in the forthcoming Budget Session of Parliament, Union Labour and Employment Minister Bandaru Dattatreya said here on Saturday. Amendments to Child Labour (Prohibition and Regulation) Act of 1986 and Factories Act of 1948 will be taken up. A new Small Factories (Regulation of Employment and Conditions of Service) Bill will be introduced by amending the Factories Act.

Addressing a media conference, Dattatreya said the NDA government wanted to completely abolish child labour in the country. He expressed concern that Hyderabad had turned into a haven for child labourers as children from neighbouring States like Maharashtra, Bihar, Odisha, Karnataka and Chhattisgarh migrating to the city seeking employment.

A meeting of Labour Secretaries of all States would be convened soon and modalities on curbing child trafficking would be discussed, Dattatreya said. The amendment to Child Labour Act envisages linking of the age of prohibition of employment (below 14 years) with the age under the Right to Education (RTE) Act 2009.

The Bill also prohibits adolescents (14 to 18 years of age) working in hazardous industries and lays down stricter and enhances punishment for violations of the Act. Besides the amendment, the Labour Ministry has launched National Child Labour Project (NCLP) for rehabilitating working children. It has 600 special training centres across 270 districts in 21 States with an enrolment of 2.5 lakh children. Amendment to the Factories Act-1948 is aimed at providing flexibility to States in amending the Act.

Presently, States need consent of President of India for any amendment to the Act. The amendment also seeks to raise the cap of number of workers employed by a factory for it to come under the purview of Factories Act. The original Act prescribes worker strength of 10 and above with power and 20 and above without power as cap.

The Factories (Amendment) Bill, 2014 was introduced in Lok Sabha on August 7 last year and has been referred to Parliamentary Standing Committee. Small Factories (Regulation of Employment and Conditions of Service) Bill-2014 was drafted in tune with the recommendation of second National Commission on Labour that a separate composite law for small factories be enacted, which shall consist of a set of self-contained, simple legal provisions relating to employment relations, wages. social security, safety and working conditions.
