Hyderabad: Why has Telangana Chief Minister K Chandrasekhar Rao decided to go in for the mother of all surveys on a single day on August 19?

According to top officials, the Chief Minister, who wants to ensure that the money allocated for welfare schemes reaches real beneficiaries, is firm that politicians are kept out of the survey and should be denied any chance to manipulate the records collected by the officials. A top source said had the government opted for a staggered survey as was normally done, it would give enough scope to local leaders as well as MLAs/MPs to manipulate the records so as to benefit their voters.

In this case, each official who would record the details of 20 households would have to submit the forms to the government the very same day. In the normal course, if the survey is staggered, the forms would remain with the official for two or three days and the local leaders could exert pressure on him.

Same day survey also helps weeding out of bogus cards as the head of the family cannot be present at two places simultaneously. It is also true in the case of those owning two or more houses and possessing ration cards on them.

The government which would soon impart extensive training to the employees would also launch a massive awareness campaign across the state so that the head of the family would be available for the survey team when they visit their house. The campaign will also explain the documents that the public will have to show to the survey team so that accurate data could be collected. They will have to satisfy the survey team in regard to questions pertaining to the size of the family, financial and social status, revenue sources, assets, needs and other such issues.

There will be 10 sub-sections, A-J and the head of the family will have to certify that the details furnished are correct. If the government finds that the details are not correct, then that family will be declared ineligible for welfare schemes.

As it has been announced that August 19 would be a government holiday, there will be no problem for the government employees. But it is not so in the case of private employees, particularly if both husband and wife are employed.

Sources said that the survey could be taken up across Telangana except in GHMC limits because the government needs to adopt a different methodology as it consists of a large number of migrants.
