Hyderabad: Telangana Chief Minister K Chandrasekhar Rao is bracing for a major confrontation with the Central government over the issue of absolute powers to the Governor in the administration of Hyderabad.
Rao late on Friday night threatened to launch an agitation against what he feels is the “Fascist” attitude of the NDA government led by PM Narendra Modi. What has angered him, according to official sources, is a four-page letter written by S Suresh Kumar, Joint Secretary, Union Ministry of Home Affairs, informing the Telangana government that under the Section 8 (A) of the AP State Reorganization Act, the Governor has special responsibility of law and order situation as well as the safety and security of the people of both States till such time as the two States become fully functional. The letter said a special cell each headed by an officer not below the rank of IG in both the commissionerates of Hyderabad and Cyberabad, and headed by a senior officer in the office of SP, Ranga Reddy district, shall be set up to deal with hate crimes related to extortion or any other specified crime as well as to ensure speedy trial of such cases.
The letter further said that a police service board comprising the DGP of Telangana and the Commissioners of Police Hyderabad and Cyberabad shall be set up exclusively for the State of Telangana in the context of law and order administration of the common capital area of Hyderabad to handle transfer and postings of all officers including DCPs, ACPs and SHOs.
The Governor shall have the power to suggest and approve such changes as he deems fit as per his best judgement.
Taking serious exception to the Centre’s directive, the TS Chief Minister immediately directed Chief Secretary Rajiv Sharma to write a strong protest letter to the Centre, making it clear that this was not at all acceptable to the government.
“Telangana now has a duly elected government and it cannot allow the Centre to take away the powers of a democratically elected state,” Rao reportedly told the Chief Secretary.
The CM asked the CS also to make it clear that this action of the Centre was nothing but a mockery of democracy. He asked him to inform the Centre that the TS Government would not implement the ‘unilateral orders’ of the Union government.
It may be mentioned here that this is the second letter written by the Union government to the State on this issue. Earlier, the Centre had written a similar letter and sought the opinion of the Telangana government. The government had refused to accept the proposal.
Rao is contemplating to hold a meeting with the Chief Ministers of all non-BJP ruled States in the country to garner their support to exert pressure on the Centre to withdraw the proposal. He ordered the CS to send a copy of the Centre’s letter to all those Chief Ministers so that they would understand the ‘dictatorial’ attitude of the Centre.
