Hyderabad: The Telangana State government, which convened the budget session fearing opposition onslaught, seems to have realised that it was not that tough and it could easily take on the opposition and turn the tables on them. Hence, it has now decided to extend the budget session of the Assembly by almost a week. The Business Advisory Council (BAC) meeting held on Friday decided to extend the session till November 29. Barring TDP, floor leaders of all parties attended the meeting and agreed to government’s proposal to extend budget session.

As per revised schedule, discussion on demands will be taken up for four consecutive days (Monday to Thursday). While normal business, including Question and Zero Hours would be conducted in morning session, afternoon sessions will see discussion on demands. BJP insisted on all parties to be given considerable time to express their views following which government decided to hold continuous sessions by providing working lunch to members.

Appropriation Bill will be approved in Assembly on Friday (November 28) morning and later in the afternoon in Legislative Council. Time will be given for short discussions on the final day of budget session (November 29). Telangana government is likely to come out with its new industrial policy on that day.

According to AP Reorganisation Act, the budget needed to be approved by December 2. After appropriation bills are approved on November 28, the Finance Department will be left with two to three days to complete the due formalities and send it to Governor. Telangana government is hoping to finish this constitutional obligation by December 1.

Meanwhile, Congress floor leader K Jana Reddy and BJP floor leader Dr K Laxman asked the government to give TDP member Revanth Reddy an opportunity to speak in the House. However, Legislative Affairs Minister T Harish Rao stated in no certain terms that his party members were in mood to allow Revanth to speak until he tendered an apology for misleading the House.

TDP abstained from BAC meeting in view of government not extending invite to a second member for the party. While TDP demanded it be given two representations, the ruling party stated that only principal opposition party (Congress) was entitled to two berths, while all other opposition parties will be given one place each. Unhappy with government response, TDP members did not attend the meet at all.

On the other hand, MIM floor leader Akbaruddin Owaisi expressed his displeasure that Assembly practices were not followed on Friday. “Without giving hint to opposition parties the government adjourns the House till Monday and then convenes a BAC meeting to discuss about extension,” he said. It first decided to extend the session and later called for a meeting to seek views about it from opposition parties, which he felt was not
correct.

In view of extension, the House would remain closed on November 22 (Saturday) and will meet again on Monday. It may be recalled that in the first BAC meeting held after commencement of budget session on November 5, it was decided to hold sessions till November 22.
