IRREGULARITIES IN PDS

PD Act invoked against a PDS dealer in Ranga Reddy district for the first time in 15 years for repeated offences

Hyderabad: In its bid to curb black marketing and hoarding, the Telangana State government has decided to crack whip on dealers of Public Distribution System (PDS) in the State. For the first time in the last 15 years, PD Act was invoked against a trader in Ranga Reddy district for repeated offences.

Interestingly, Hyderabad and Ranga Reddy districts top the list of such offences. In the month of July, Puri Praveen Kumar in Ranga Reddy was arrested under the Prevention of Black Marketing and Maintenance of Supplies of Essential Commodities Act 1980 and was sent to jail.

Commissioner of Civil Supplies Rajat Kumar warned that similar action would be taken against businessmen, mill owners and fair price shop dealers, if they failed to mend their ways. “If required, we shall invoke the provisions again and again to control the menace,” he said.

During the last three months, a total of 49 criminal cases were booked in Hyderabad and Ranga Reddy. Similarly, six cases were booked in Warangal, five each in Nalgonda and Nizamabad districts. Action was initiated against violators in Nizamabad where CMR (Custom Milled Rice) was found to have been diverted in 32 mills.

In Medak district, paddy and rice worth Rs 6 crores was seized from 4 rice mills. While in Hyderabad, two interdepartmental Special Operation Teams (SOTs) were constituted to continue with the raids. As a result of crackdown on rice diversion, black marketing and hoarding of essential commodities, a total of 641 cases were booked across the State and properties worth Rs 26.94 crore was seized during the last three months (April to July).

According to the commissioner, the crackdown helped deactivation of 11.94 lakh ration cards saving Rs 200 crores worth PDS rice. In Ranga Reddy district alone, fair price shop dealers voluntarily surrendered 54,013 ration cards, covering about 1.89 lakh units.

“In the district, which is a hard nut to crack with a total of 1,103 metric tonnes of rice, almost 10 percent of total allocation was saved from being diverted. Closing balance which averaged about 200 metric tonnes per month in the past has increased to 1,667 metric tonnes at the end of July, which is a seven-fold increase,” said Rajat Kumar.
