Hyderabad: The citizens in several colonies in the city have slowly got used to segregating dry and wet waste as the much touted Swachh Driver-cum-Owner (DCO) scheme for door-to-door collection of garbage has finally got underway.

The Greater Hyderabad Municipal Corporation (GHMC) has rolled out 700 auto tippers (auto trolleys), out of 2,400 in the 18 circles, for collection of garbage and shifting it to transfer stations.

“Thousand one hundred tripartite agreements between the GHMC, bank and beneficiaries have been completed. In all, there are 2,400 clusters in the city and the remaining auto tippers would be rolled out in the next coming days,” said GHMC additional commissioner (Health and Sanitation) N Ravi Kiran. Two bins are being distributed in colonies. In some places the gas connection is being asked, while in other places an Aadhaar card, voter identity card and driving licence were insisted upon.

Each auto tipper owner looks after one cluster in the radius of 3-4 km and on an average would cater to 600-800 households. B Srinivas Reddy, deputy commissioner, Malkajgiri (Circle 17) said, “Out of the 93 clusters in the circle, 53 tripartite agreements are completed, 83 sanctioned and 15 auto tippers have already been delivered and door-to-door delivery has started.” There are 80,000 households in Malkajgiri.

Responding to a question if the rickshaw pullers would be losing employment, Srinivas Reddy said, “Out of the 218 rickshaw pullers in Circle 17, top priority was given to those who had a valid driving licence. Also, the owners have taken them as helpers.”

Senior officials of the GHMC said the argument that the owners would be spending more than what they earn was not true as they could use the trolley after 2 pm and transport goods. Each auto tipper moves in just a 4 km radius so there is a minimum use of diesel. In the past, rickshaw pullers would deposit the garbage in open plots but now they would not mind travelling all the way to transfer stations.

As of now, the corporation has given the owners the freedom to sell the dry waste, but in the future the GHMC might get into a contract with firms and then the owners would have to forgo the income.
