The bench was dealing with a public interest writ petition filed by Vudataneni Rama Rao. The petitioner complained that the State government had failed to implement Section 129 of the Motor Vehicles Act and Rules 430 & 486 of the Andhra Pradesh Motor Vehicles Rules 1989 that made it mandatory for people driving two wheelers to wear a helmet.

The counsel for the government said that the government was against compulsory helmet driving as it may increase chain snatching cases. Refusing to take the reason of the government on file, the bench directed the authorities to take a final decision and submit an affidavit in this regard and adjourned the matter to January 25.
