Many key issues remain unaddressed due to the non-formation of Assembly and Council committees, say experts

Hyderabad: Even 20 months after the formation Telangana State, many Assembly committees have not yet been formed. In the TS Assembly, out of six Assembly committees, only two committees on Rules and BAC have been formed. The constitution of the committee on Privileges, Ethics, Government Assurances and Petitions are still pending.

The officials said that the committee on Government Assurances was one of the most important committees which scrutinises the assurances, promises and undertakings given by the Chief Minister and Ministers on the floor of the House from time to time during Question Hour and discussions on bills, resolutions, motions etc.

The committee also examines whether the promises implemented within the minimum time necessary for the purpose. The Ethics committee examines a complaint relating to the unethical conduct of a member, including a Minister both inside and outside the Assembly premises.

Similarly, out of 13 joint committees, only four committees on Public Accounts, Public Undertakings, Estimates and Amenities were constituted. The committees which are still vacant are Committee on General Purpose, Subordinate Legislation, Welfare of BC, SC, STs Women, Children, Disabled and Minorities and Wildlife and Environment and Committee on Library.

Under the legislature rules, it is mandatory that the committees on welfare of different communities should conduct meetings every six months and review the progress in the implementation of the welfare programmes. Delay in the constitution of joint committees took a toll on the implementation of the welfare schemes, officials said.

The committees in the Legislative Council have also not been constituted. Barring the committee on Rules, the five other committees - on Government Assurances, Petitions, Privileges, Ethics and the committee on Papers laid on the table were yet to be formed.

The Secretariat officials told The Hans India that it was the responsibility of the House to take a call and constitute the long pending committees. The functioning of the government as well as the Assembly and Legislative Council sans the committees reflected the government‘s indifference towards obliging the rules framed under the Constitution, an analyst said.
