The proposed districts are: Manchiryala, Adilabad, Nirmal, Karimnagar, Peddapally, Jagityal, Mahabubabad, Warangal, Hanmakonda, Bhupalpally, Siddipet, Medak, Sangareddy, Nizamabad, Kamareddy, Nalgonda, Suryapet, Yadadri, Mahbubnagar, Nagarkarnool, Vanaparthy, Khammam, Kothagudem, Hyderabad (Old), Vikarabad (Ranga Reddy), Shamshabad (RR) and 27 Malkajgiri (RR).

However, the ten page document circulated by the government came in for sharp criticism from the TDP Telangana unit President L Ramana.
