New Delhi: Joining the issue with the Union Minister of State for Home, Hansraj Gangaram Ahir, on delimitation of the Assembly seats in Telangana and AP, TRS MP, B Vinod Kumar, here on Friday wrote a letter to question the Centre's stand on the same and seeking an amendment to the AP Reorganisation Act, 2014 to allow the same.

Referring to the reply given by the Minister in the Rajya Sabha on the subject of increasing the seats in Telangana and Andhra Pradesh as guaranteed by the AP Reorganization Act, 2014, on November 23, Vinod Kumar said the reply was similar to that given to TDP MP, Devender Goud, in the past (July 27).

He pointed out that he sought an amendment to the Reorganisation Act itself in the light of the inability of the Centre to provide for increase in the number of Assembly seats as the Act contained the word "subject to" in this regard instead of "notwithstanding" and hence the Act should be amended to replace the first clause with the second to allow increase in the seats.

The AP Reorganisation Act promised the two states that their Assembly seats would be increased from 119 to 153 (Telangana) and from 175 to 225 (AP). The Home Ministry was of the opinion that the concerned section 26(1) of the Act was "subject to" the provisions of the Article 170 of the Constitution. The Act should be correctly interpreted, he said to facilitate the increase.
