Hyderabad: The capital cost projected by the Singareni Collieries for its power project was more than the one proposed by the TS Genco’s cost, said power activists.Submitting their objections to the Telangana State Electricity Commission on determining the price for sale of Singareni power, People Monitoring Group on Electricity Reforms M Thimma Reddy said that though thermal power plant constructed by the Singareni was based on subcritical technology its cost was higher compared to the TS Genco’s plant which was based on the supercritical technology.


In their submission to the ERC, Thimma Reddy said that SCCL has stated that its capital cost for constructing the 1200 MW thermal power station was Rs 8,250 crores. This means that the cost of construction would be Rs 6.88 crores per each megawatt.TS Genco has been setting up a TPS at Palvancha with a capacity of 800 MW and the cost of construction was Rs 5,291 crore which means that the capital cost for each MW would be Rs 6.61 crores.

The SCCL plant was based on subcritical technology whereas the Genco’s plant was based on supercritical echnology.Thimma Reddy said that in view of such a difference between the costs of construction, the PPA made between TS Transco and SCCL should be thoroughly scrutinized.

There is a marked difference between the capital cost stated in PPA signed in 2010 and in the present PPA.The SCCL had projected a capital cost of Rs 5,685 crores in its PPA of 2010 and it quoted the same as Rs 8,250 crores in the PPA of 2016. The difference between both the PPAs was Rs 2,565 crores.

The power activists argued that the ERC should take into consideration the cost projected in PPA of 2010. He said that boiler, turbine and generator (BTG) package was revised to Rs 3,056 crores. The BTG package cost has been projected at Rs 3,056 crores in the PPA of 2010 and the same has been revised to Rs 4,878 crores in the PPA of 2016.

The difference is Rs 1,038 crores.He alleged that SCCL had taken advantage of state bifurcation issue and hiked the cost of the project. According to the tariff filing, about Rs 1,175 crores out of Rs 8,250 crores would be spent for commercial operations which is unusual, they added.
