New Delhi: Minister for Irrigation T Harish Rao expressed concern over the server speed of e-NAM (National Agriculture Market) at a review meeting called for by Union Minister for Agriculture Radha Mohan Singh, on Wednesday, while highlighting the fact that during peak season the markets were getting disturbed and it was also being misused by market players.

He said as many as 41 out of 44 markets in the State migrated to ‘Ctrl S Server’ and only three AMC (Agriculture Marketing Committees), such as Nizamabad, Warangal and Kesamudram, remained with the NIC server. The State government, which saw the Nizamabad AMC win the best marketing committee award at the national level this year, would not mind shifting back to the NIC server if it withstood the huge traffic in the next kharif season, he stated.

He also submitted proposals for inclusion of another 14 AMCs' in the State under e-NAM in the second phase. He said that weighbridge integration with e-NAM software was crucial for implementation of e-NAM for cotton to the next season.

Also single payment for multiple slots by the same trader would facilitate the trader to make quick payments instead of slot wise payments now enabled in payment gateway, he pointed out. Payment intimation should be sent to the individual farmers through SMS and it was not operationalized so far he said. Pointing out that assayed flags for assayed slots in the software would facilitate easy identification of such slots by the trader.

To facilitate intra-Mandi trading in the State, a facility of pop-up in the mobiles of all the registered traders in the State, as and when the slots were enabled for e-bidding for the day by the AMCs, had to be provided to encourage more number of traders participation, he suggested. The same could be applied to inter-State trading too.

The Minister sought release of Rs 132.74 crore dues pending under the Rashtriya Krishi Vikas Yojana for the construction of scientific warehouses. He brought to the notice of the Union Minister that Rs 442.50 crore was sanctioned as grain-in-aid by the Centre for the construction of 139 such warehouses at a ratio of 60:40 (Centre:State) in 2016-17, but only Rs 132.74 crore had been released out of a Central share of Rs 265.50 crore
