Hyderabad: State government has notified rules for the functioning of Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund.

A government order on Thursday said that ‘The Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilisation of Financial Resources) Rules, 2017 would come into effect immediately. The rules would also put in place effective institutional mechanisms for the implementation of various schemes designed for the accelerated development of SCs and STs with emphasis on achieving equality, focusing on economic, educational and human development and ensuring security and social dignity.

Following the new rules, a State Council with 11 members, headed by the Chief Minister as its chairman, will be constituted for the development of SCs and STs. All cabinet ministers, besides an MP, MLC and MLA from the SC and ST communities nominated would be members of the committee. The State Council will advise the State government on all the policy matters relating to SCSDF and STSDF. Besides, there will be two separate nodal agencies for SCs and STs headed by the ministers of respective departments, to oversee and monitor the implementation of the schemes.

Similarly, at the district level, two separate SDF committees with 18 members headed by District Collector as its chairman will oversee the implementation of the schemes. The planning department will communicate the tentative size of the outlay of the annual ‘Pragathipaddu’ of the next financial year and the priorities of the State and to the nodal departments.

The SCSDF and STSDF will have to be revised as per the final Pragathipaddu annual outlay. Main focus should be on promotion of equity in the development, among various social groups within SCs and STs, besides development of back ward SC and ST habitations.
