​Hyderabad: In preparations to a grand finale to the possibility of dissolution of Telangana Assembly most likely on September 6, the heads of the state administration on Tuesday called on Governor ESL Narasimhan and discussed the official arrangements to be made to run the government post disbanding the state Legislature. In all likelihood, Chief Minister K Chandrasekhar Rao will hold cabinet meeting on Thursday morning between 6.30 am and 10 am where the proposal for dissolution of the assembly would be adopted.

Official sources said that the cabinet will also take some some important decisions which include the announcement of Interim Relief (IR) to the government employees and sanction of new posts under the new zonal system. The CM has instructed all his cabinet colleagues to be made around in Hyderabad from Wednesday morning, indicating that the all too crucial cabinet meeting is being scheduled on September 6.

Giving a clear indication of going in for early elections, the TRS supremo has already announced organising a public meeting - ‘Praja Ashirwada Sabha’ at Husnabad in the erstwhile Karimnagar district on September 7. Irrigation Minister T Harish Rao and Finance Minister E Rajendar have been entrusted to make the meeting a success with a gathering of not less than one lakh people.

The Chief Minister is already studying all previous cases of early dissolution in various states, including that which happened in Chandrababu Naidu’s tenure in 2004. At that time elections were not held early though assembly was dissolved.

He is enquiring with the experts whether he would be asked to continue as caretaker Chief Minister in case the elections are not held early and whether there was any constitutional provisions favouring imposition of President’s rule.

Telangana Chief Secretary SK Joshi, Special Advisor to government Rajiv Sarma, Special Chief Secretary to Chief Minister Office Narasinga Rao and Assembly Secretary V Narasimha Charyulu met Governor at Raj Bhavan and held a meeting with him for nearly one hour. Sources said that the officials had shown the draft letter prepared to inform the Governor and Election Commission about the dissolution of the Assembly.

The technicalities involved in the official process were also discussed in the meeting. Law Department has been asked to study in detail every rule prescribed in the constitution for dissolving the assembly before the completion of the five-year term.

Soon after returning to the Secretariat, the Chief Secretary summoned State Chief Electoral Officer Rajat Kumar and Home Secretary Rajiv Trivedi and held one-on-one meeting with them. The official reviewed the arrangements being made for the completion of the publication of the final electoral rolls and extending the government’s support to Election Commission to complete the task as per the schedule. The Home Secretary was asked to speed up the ongoing recruitment of constables and Sub Inspectors in the police department.

As instructed by Joshi to all Secretaries, a majority of the departments forwarded the long-pending files and the new proposals of the welfare and development programmes to the Chief Secretary on Tuesday evening. Before dissolving the assembly, the Chief Minister will launch another scheme calling it as Integrated Fisheries Development programme, targeting the fishermen community, in the city on Wednesday. Under the scheme, two-wheelers and luggage autos will be distributed to the beneficiaries.
