 The Memoji stickers come with WhatsApp for iOS version 2.19.100.

 Open the WhatsApp application after installing the update.

A few months ago, WhatsApp said it would stop working on some iPhone users from February 1, 2020. This will happen for iPhones running on iOS 8. The FAQ page of WhatsApp notes, "On iOS 8, you can no longer create new accounts or re-verify existing accounts."
