New Delhi/Hyderabad: Rajya Sabha member Dr K Keshava Rao and leader of the TRS Parliamentary party here on Thursday made a case against CAA and proposed NPR at the all-party leaders' meeting convened by the Union Parliamentary Affairs Minister Pralhad Joshi. Later, Prime Minister Narendra Modi has addressed the leaders.

Keshava Rao said that there was some confusion with regard to NPR and NRC. Although, the Central government had been holding the view that they were voluntary and had nothing to do with CAA, the annual report of the Home Ministry declared that the CAA was the first step towards the NRC. Could a person volunteer not to respond to the NPR census, he asked.

Dr Rao pointed out that a peculiar situation arose out of the CAA. While the Bill falling under Central list was passed in the Parliament, more and more States were passing resolutions against the Act. Thousands of people were out on streets, protesting against the CAA. He defended States' right to pass the resolution.
