Pratap Rudy sought to bring the Central and State authorities' attention to a matter concerning the Indian Administrative Service (IAS) cadre officers in the State.
Speaking during the Zero Hour in Lok Sabha, Rudy brought to light the plight of Indian Administrative Service officers of the 2016 and 2017 batches, allocated to the Telangana cadre.
He said the Central Service officers were usually allocated to Sub-Divisional officer positions after the completion of their training and probation period.
The officers of the Telangana Cadre of the 2016 batch were deputed as Special Officers for the Assembly elections last year.
Till date, they had not been allocated their cadre posts and continue to await their transfers. The 2017-batch officers allocated to the cadre too seem to be in a similar situation, he added.
The non-allocation of cadre positions would affect their annual performance appraisal and hinder their future growth as these cadre positions account for valuable experience of any officer, he feared.
Rudy asserted that the prevailing situation was in violation of the Indian Administrative Service Cadre Allocation Rules (1955) and is an attack on the federal structure of the country.
He went on to state that Indian Administrative Service officers were selected through a rigorous selection process and thus, the country was losing out on their expertise due to their non-allocation.
Rudy also highlighted that the young officers were having to run from pillar to post in trying to attract the administration's attention to their plight and claimed that if the Telangana government was not willing to allocate posts to them, the State government of Bihar would welcome them with open arms.
Calling out the Cabinet Secretary of the Central government and the Chief Secretary of the Telangana government, he asked for an urgent intervention and resolution to the predicament faced by these Indian Administrative Service officers.
