New Delhi: The Congress Core Group on Friday discussed the Telangana issue. As the issue of bifurcation of Andhra Pradesh was high on its agenda, it is understood that it discussed the progress of the work of the Group of Ministers (GoM) and the Telangana Bill and given the political directions in this regard. The Congress Core Group is keen on a package for the Seemandhra region along with the Telangana Bill.

The GoM Report and the Telangana Bill are expected to go to the Union Cabinet on November 28. Since the Congress Core Group took the decision on bifurcation of Andhra Pradesh, before the Congress Working Committee (CWC) on July 30 and the Union Cabinet on October 3, it also gave a political clearance to the next steps for the formation of Telangana.

In the hour-long meeting, chaired by Congress president Sonia Gandhi, the Core Group meeting was attended by Prime Minister Manmohan Singh, Home Minister Sushil Kumar Shinde, Defence Minister A K Antony, Finance Minister P Chidambaram and Congress president’s political secretary Ahmed Patel.

Law Minister Kapil Sibal was specially invited. The presence of Law Minister Kapil Sibal at the meeting was significant, as the high command is trying to grapple with the legal issues involved in the creation of Telangana.

According to sources, the mechanism for Hyderabad as joint capital, Article 371-D and Telangana Bill were among the issues on which the Law Minister was consulted. The meeting discussed the administrative feasibility, legal validity and political acceptability of the entire process that will come in for scrutiny in the winter session of parliament.

Defence Minister A K Antony is understood to have given an update on the Antony Committee Report, which went into the concerns of the people of Seemandhra region.

The Congress is keen on winning over the people of Seemandhra region, even as it implements its decision on the bifurcation of Andhra Pradesh.
