Hyderabad: The legislative process to carve out separate Telangana State, which began with the introduction of a Bill in Lok Sabha, is yet to cross some more hurdles.

As per Parliamentary procedures, the Bill which was passed by the Lok Sabha on Tuesday would now be sent to Rajya Sabha. The BJP which was caught unawares in Lok Sabha would move amendments in Rajya Sabha. Since the party has a majority in the Upper House as compared to the ruling party, it may succeed in getting the amendments passed. An indication to the effect was given by the leader of opposition in Lok Sabha Sushma Swaraj on Tuesday.

If the amendments moved by the BJP are accepted, then the Bill will have to be sent back to the Lok Sabha for its concurrence before sending it to the President. Once President gives his approval, the formation of new State would be notified in the Gazette. The Act will come into effect either from the date of publication of the gazette or the date notified in the Gazette.

Once the notification is issue, the Andhra Pradesh Governor will become in charge of successive states. The Centre will then constitute an expert panel to study option for new capital for the residual State. This will be followed by dividing the IPS IAS and officers of the Forest service among the two states. Similarly, the AP State service officers also to be divided.
