Hyderabad: The process for distribution of assets and liabilities commenced after the AP State Reorganisation Bill was passed in both Houses of Parliament.

AP Legislative Assembly appointed a four-member committee to frame rules to be followed by the staff of Telangana Assembly, which is to be constituted soon.

Telangana Assembly would be carved out from the AP Legislative Assembly, and the staff to the new Telangana Assembly would be given from the existing Assembly.

Speaking to The Hans India, an official in the Assembly said that there were 320 permanent staff in the AP Legislative Assembly and these personnel would be posted as per their nativity, study and service.

“State level officers can opt for any State, but the committee appointed by the Central government has to give final assent. As all the details have been updated, it is not so difficult to divide the staff between the two States,” he stated. He said that the official whose option was not honoured by the central committee has no other go except joining the selected State.

“But, there is a possibility that many of the employees may have their option rejected and in that case they all may approach the court of law,” he explained, adding that there were several such cases pending in Chhattisgarh, Uttarakhand and Jharkhand courts.

He said that the central committee would give weight to the advice of department head in rejecting the option choice of the employees on the ground in balancing the sufficient staff in both the Assemblies or Secretariat or other directorates.

Referring to the assets, he said that all the assets like computers, buildings and others would be equally divided between both the States. On dividing the Assembly and council buildings to new Assembly, he said that there were three buildings available now, such as the present building of AP Legislative Council, Assembly building and old Assembly building.

One State can use the present Assembly and Council buildings and the other State can use the old Assembly building as Council Hall. The committee appointed by the Central government has to search for another building for the Assembly of one of the States.
