Hyderabad: The State government is gearing up to conduct municipal elections as desired by the Supreme Court. Governor E S L Narasimhan signed the file intended to notify reservations to the urban local bodies on Saturday. Following this, moves are afoot to issue an election notification on March 3. Reservations are finalised for 19 corporations, 158 municipalities and Nagar Panchayats.
Elections to the urban local bodies have been long overdue. The Supreme Court issued orders on February 26, asking AP to hold elections as per the existing reservation quotas. It upheld a judgment of HC on the issue.
Kadapa, Nellore and Hyderabad corporations have been reserved for BC (General), while Guntur, Warangal, Vijayawada, Karimnagar and Vizag corporations will remain in the unreserved category.
The corporations of Kakinada, Rajahmundry, Anantapuram, Tirupati and Nizamabad have been reserved for General Women category, and Eluru, Chittoor and Kurnool for BC (Women). Khammam has been reserved for ST (General). Ongole and Ramagundam have been reserved for SC (Women) and SC (General) respectively.
The High Court’s stance was that the total reservation in the local bodies cannot exceed 50 per cent as per a directive issued by the Supreme Court in May 2010. The HC had ordered the government to prune the quota for BCs so that the total reservations would not cross the stipulated percentage.
Earlier in June 2011, a day after the State Election Commission announced elections to local bodies, the HC, taking up a PIL, stayed the elections and suspended a government order to maintain the status quo in the reservation percentage.
Due to delay in conducting the elections to the local bodies, the State has failed in securing around Rs 3,000 crore Central grants from the 13th Finance Commission during the current financial year. It has also lost around Rs 1,000 crore of Central grants meant for the Panchayat Raj institutions in the last financial year.
