Hyderabad: “It is almost the final meeting on Andhra Pradesh division and still if you have any doubts on division of various departments and employees, send reports to New Delhi. The provisional guidelines for division of employees would be issued after May 16. Do not delay and speed up the work,” said by Union Home Secretary Anil Goswami.

Addressing the heads of 22 committees including apex committee constituted to execute the AP Reorganization Act-2014 on Monday, Goswami said that the Centre decided to constitute two States by June 2, 2014 and the committees should complete the spillover work by that time.

He said the committees should clear their doubts on any issue by taking them with up the Centre. He said he would always be available to the committees.

The chairmen of committees explained that they completed almost all the work. “Division of buildings is over and division of employees would be done immediately after receiving the provisional guidelines,” said Chief Secretary P K Mohanty.

The Home Secretary was briefed on the building division, files digitization work, assets distribution between the two States and other issues. He said that the redressal mechanism committee would settle the issues arising between the two States after Appointed Date.

Goswami said that some of the leaders from Telangana met him to advance the Appointed Date by showing the order of A P High Court. He said that the Central government was examining the direction of High Court. “At this time, it may not be possible, but constitution of two states would be definitely by June 2,” he observed.

Goswami met Governor E S L Narasimhan later and discussed the bifurcation process with the latter. Meanwhile, the Union Home Ministry wrote to the EC for its permission to issue provisional guidelines to facilitate the division of employees. But, Chief Electoral Officer Bhanwaral sent a letter to EC to ask the Centre not to issue the guidelines till May 16, keeping poll counting in view.
