In the recent past, he has not so far shouted at any of government staff or senior IAS official as he used to do in his first innings when he was termed as a hard task master or Chanda Shasanudu like his father in law, NTR.

Government employees had voted against him in 2004 in view of the work pressure Naidu built on them with his programs like janmabhoomi and food for work etc. Naidu had learned his lessons it seems and has made a commitment even during the electioneering that he would never put the government employees under stress or burden them.

He has also been very liberal to them with sops like hike in retirement age to 60 years and implementation of 43 per cent fitment in PRC and both measures had earned him good will. APNGOS had contributed one day's salary to the fund to build new capital.

However this liberal attitude is not helping him much in launching operations of government departments and capital from within the boundaries of Andhra Pradesh. The Naidu government had to cancel preparations to build temporary offices as they refuse to shift to the Temporary capital.

Twenty two associations of the APNGOs have made it clear that they do not want to leave Hyderabad before the expiry of the 10-year joint-capital time frame as they had family problems like children studies etc. They even wanted him to strive for another extension of 5 years to stay put in Hyderabad.

Chandrababu Naidu who personally was not in favour of leaving Hyderabad had demanded its split between both states, and also to declare the city as a Union Territory. But now, Naidu is keen on soon shifting the work to the new capital given the circumstances in Telangana.
