Hyderabad: Panchayat Raj department officials in Andhra Pradesh are struggling to meet their daily target of laying around 27 km of concrete cement roads per day across 13 districts due to severe shortage of funds. They are expected to meet the daily work target during the next three years.

The gravity of the situation can be gauged from the fact that officials could hardly complete only 3,680 km CC roads by the end of current financial year, against an ambitious total target of laying 55,616 km of CC roads in five years.

“During the current financial year, only around 10 to 11 km of CC roads could be completed per day. We have a target of completing about 29,853 km of CCRs in the next three financial years for which around 27 km of CCRs have to be completed every day,” Panchayat Raj department sources said.

“But funds are the main issue to achieve this task,” they pointed out.

Officials wanted to lay 8,657 km of CC roads in East Godavari over five years. So far, they could complete around 3,330 km, leaving a target of around 5,327 km for next three years. In Guntur, only 2,205 km of CC roads against a total 5,763 km have been completed by the end of 2014-15 and during the current fiscal, only 274 km of works have been completed.

"Similar is the situation in Krishna district which ranks third with a task of laying 5,273 km of CC roads. Against this target, 1,704 km of CC roads have been completed till the end of 2014-15 fiscal and 268 km this fiscal," the sources said.

Given the current pace of works and shortage of funds, questions are being raised whether it would be possible to complete the task ahead in next three years.

While admitting the constraints, a senior official pointed out that the State has linked the work pertaining to CC roads with MGNREGS for fast track execution. Further, in terms of physical performance out of a total target of laying 3,043 km, nearly 1,714 km of works have been completed this year.

"This means 57 per cent of achievement. And, works on remaining 1,329 km of CCRs is at various stages of progress and we will complete at least 90 per cent of the target,” he said.

In terms of physical performance achievement during the current fiscal, Anantapur has been ranked first, West Godavari and Krishna stood in second and third ranks respectively.

Kadapa remained the least performing district with only 35 km of CC roads against the given target of completing 200 km of CC roads during the current financial year.

Responding to queries, Panchayat Raj Minister Ch Ayyanna Patrudu expressed confidence of completing the task of laying the remaining length of CC roads and said, “Proposals have been mooted for higher allocation for laying CC roads during the ensuing budget. In addition to this, the government would also fast track and step up the pace of works by linking with MGNREGS.”
