Amaravati: Chief Minister N Chandrababu Naidu is poised to shake up the bureaucracy at the top level in an attempt to improve delivery mechanism a couple of years ahead of the elections.

According to sources in the Chief Minister’s Office (CMO), Naidu was closeted with Chief Secretary Dinesh Kumar and Special Chief Secretary Satish Chandar for the most part of the day as part of taking the exercise to its logical end on Wednesday.

Review programmes on Information and Public Relations (I&PR) and Rural Housing departments listed for the day were deferred because of CM’s preoccupation with the overhaul on Wednesday. “More than 90 per cent of the exercise is completed and an official announcement is expected before the end of the current week”, a source in the CMO told The Hans India.

It is unlikely that the CMO will be subjected to a major shake-up. Hardly one or two senior IAS officers may be shifted in the CMO. However, heads of government departments, District Collectors and Superintendents of Police (SPs) are reportedly in for a major shuffle. Chief Minister appears to go ahead with the overhaul in the administration after a gap of eight months.

Laxity and corruption at different levels in the administration seem to be a major roadblock to the government in its endeavour to take its flagship programmes to the grassroots level. The top brass worries that the party cannot face the voters in the upcoming elections without fulfilling its major commitments with an effective delivery mechanism in place.

“Although CM quite often calls upon the Collectors to be change agents at the collectors conference, the latter have become event managers, making him believe in a virtual world over their performance”, a party leader commented.

Internal surveys revealed that at least five key departments directly connected with people like police and revenue have earned notoriety for corruption. This negative image is certain to have its bearing on the government and Chief Minister is seemingly determined to undo this image by addressing the black sheep while undertaking the overhaul.

While, the CM is claiming to have taken the public satisfaction levels up to 80 per cent over his government’s performance, the ground reality appears to be the other way round. The performance of revenue, police, municipal, health, mining and transport are said to be failing to reach Naidu’s expectations. Supervisory lapses are said to be the cause for the malady.
