CM will monitor spending of funds, says Harsha Kumar splitRajahmundry: Comprehensive development of SCs and STs can be attained only through implementation of the SC/ST Sub-Plan, Amalapuram MP GV Harsha Kumar said here on Sunday night. He was the chief guest at an awareness meeting for SC, ST employees in connection with 'Dalit Shankaravam' on 'Mee nidhulu-Mee kosam' which is going to be held at Government Arts College here on April 21. Mr Harsha Kumar said that the expenditure of SC/ST Sub-Plan funds will be personally inspected by the Chief Minister. He said that Chief Minister N Kiran Kumar Reddy and deputy chief minister Damodara Narasimha were instrumental in bringing legislation on SC/ST Sub-Plan. He reminded that the Bill on the reservation in promotions for SCs has been passed by Rajya Sabha but some political parties were obstructing it in the Lok Sabha. He assured that he will make efforts to get the Bill passed in Parliament session to be held in April. He explained that there is not a single SC or ST out of 180 secretaries in the country and there is no SC officer at additional secretary or joint secretary cadre. He expressed anguish that the promotions for SCs are being obstructed in the name of remarks even after orders for the same. He hailed the increase in mess charges for the students. He said that he will make efforts to spend SC/ST Sub-Plan funds to develop infrastructure like roads, drains, lighting, drinking water and toilets. He advocated for a study centre at Amalapuram where the SC population is very high. Later, it was resolved at the SC, ST employees' review meeting that scholarships should be given to Dalit students who were studying medicine and Rs 30,000 should be allotted additionally for housing of SCs and STs. Mr Harsha Kumar called on everyone to make Dalit Shankaravam a grand success. Adikavi Nannayya University Vice-Chancellor P George Victor observed that the implementation of SC/ST Sub-Plan will bring revolutionary changes in the living standards of SCs and STs. He advocated for careful planning in spending SC/ST sub-plan funds. He stressed for focus on education and health. On this occasion, Municipal Regional Director Dr Rajendra Prasad said that though there is a rule that 50 per cent of the municipal funds should be spent for SCs and STs, it is not being implemented. He observed that the implementation of SC/ST sub-plan funds will help in educating more number of Dalits. Executive Director of Rajiv Gandhi group of colleges and the organiser of the meeting GV Sunder said that the suggestions by the intellectuals and the resolutions will be referred to the State government. AP Transco employees' union leader Tilak Kumar, ONGC employees' union leaders John and Dr Bhavan, SC,ST, BC employees' association president Talluri Babu Rajendra Prasad and Korukonda Chiranjeevi were among those who were present.
