The issue of grant of recognition to a duly constituted National Sports Federation representing Paralympic Games in India has been under consideration of the Government for some time now. After having conducted free and fair elections with a former Justice of Allahabad High Court as Returning Officer, and after recognition by International Paralympic Committee, the Ministry considered the matter and has granted recognition to Paralympic Committee of India (PCI).
This timely step will help Indian contingent for Paralympic Games to be held in Rio in September 2016 and help the cause of Paralympic Sports in India. The Ministry of Youth Affairs and Sports has selected Naresh Kumar Sharma, Shooter (Paralympics) under the Target Olympic Podium (TOP) Scheme and allocated a budget of Rs 40 lakh for training/ purchase of equipment and other support for Paralympic Games 2016.
The competent authority has enhanced his budget to Rs 70 lakh till Paralympic Games 2016. The Department of Sports has formulated the selection criteria for sportspersons/teams for participation in international sports events and circulated the same to Indian Olympic Association (IOA) and National Sports Federations (NSFs).
It has been decided that for participation in Paralympics and Para-Asian Games, the performance of the sportspersons, in the individual events during the last twelve months prior to commencement of the event should not be less than the performance achieved by the sixth position holder of the previous edition of the respective tournament in measurable sports and for team events, only those teams which have achieved ranking up to eighth among participating countries of the concerned tournaments in the last one year should be considered for participation in the respective tournaments.
In non-measurable individual sports, the sportspersons must have achieved sixth rank in the last 12 months. Amount of award money for medalists of Paralympic Games (summer & winter), Para-Asian Games and Commonwealth Games (Para-Athletes) have been fixed at par with medalists of Olympic Games, Asian Games and Commonwealth Games. ‘Sports’ is a State subject.
The primary responsibility for development and promotion of a sports discipline, including creation of sports infrastructure for differently-abled/athletes, rests with the State governments. Government of India only supplements the efforts of the States under the Urban Sports Infrastructure Scheme (USIS) subject to the receipt of viable proposals from the State governments.
