The Delhi police admitted that there were prior threats to the lives of the accused and this was conveyed to the Tihar Jail officials. Although the Tihar Jail authorities admitted that Ram Singh was given to mood swings and used to react violently all too often, no efforts were made to refer him for medical treatment. Former Director-General of Tihar Jail Kiran Bedi wondered why Ram Singh was never referred to a psychiatrist. That he could give the slip to the jail security staff was indeed a matter of worry, she said. What is more, three other cell inmates were also oblivious of the developments within the cell. Doubts were also being raised over how Ram Singh could reach out to the ventilator grills that were more than 8 feet high, merely using a bucket. He had reportedly prepared a noose, stood on a bucket, fastened the noose and hanged himself. How did he hang himself when his right arm was almost unusable due to a road accident in 2009? According to sources in Delhi Police, there were intercepts of mobile phone calls made from inside the Tihar Jail, which revealed a plot to eliminate the prime accused when being taken to court. The phone calls were being made by the killer of journalist Soumya Vishanathan, also lodged in Tihar Jail. It is for this reason that commandos were deployed outside the court, whenever he was produced there. A senior Tihar Jail official, on conditions of anonymity, claimed that the period of risk for the inmates was at pre-trial stage during court appearances. In fact, in the Arushi murder case, her father Rajesh Talwar was attacked with a knife near the court, though he survived the attempt on his life. The autopsy, conducted by a team of three doctors at the All-India Institute of Medical Sciences (AIIMS) on Tuesday, in its preliminary report, has suggested death by hanging. It claimed that there were no marks on his body. Ram Singh's parents and the Metropolitan Magistrate investigating the case were present throughout the two-hour procedure conducted by doctors. Surprisingly, although Ram Singh died around 5:30 am on Monday and his body was brought to AIIMS on Monday evening, the post-mortem could not be conducted the same day. The reason given is that the Delhi Police failed to submit the required papers to the hospital on time. Ram Singh's father and brother claimed that he was murdered and he did not commit suicide. He said, "My son told me that he was innocent as he lay unconscious in the bus, after drinking heavily. He also did not commit suicide. He was murdered. There were finger-marks on his body and there was blood in his mouth. He has not committed suicide, but was murdered and left hanging." Ram Singh's brother, too, claimed, "My brother was murdered. I have seen injury marks on the body and finger-marks on the throat."
Mystery deaths in Tihar
There were as many as 20 such mystery deaths in the recent past in the high-security Tihar Jail, which works out to an average of 2 suspicious deaths every year. Mystery deaths in Tihar Jail include those of biscuit-king Rajan Pillai on July 7, 1995. Rajan Pillai was extradited from Singapore and put in Tihar Jail. He had some liver problem and died for want of adequate medical care. Similarly, Sanjay Babu, who had killed seven members of a family, was found dead inside the Tihar Jail on November 9, 2006. Yet another murder-accused Prem Kumar, arrested in connection with a murder case, was found hanging from a ceiling fan in the canteen on September 15, 2011. An Afghan convict Naqibullah, serving a sentence, died apparently for want of medical care on February 13, 2007, when he was undergoing drug de-addiction treatment. Y S Sachan, accused in the murder of two Chief Medical Officers (CMOs) in Uttar Pradesh health scam was found dead on June 22, 2011. Another shocking death was that of Sadiq Batcha, a key aide of former Telecom Minister A Raja, who was found dead on March 16, 2011. Ghaziabad Provident Fund scam main accused Ashutosh Asthana was also similarly found dead on October 17, 2009.
