New Delhi: Not leaving anything to chance, the Congress has issued a whip to all party MPs to be present in Lok Sabha from Monday onwards, when a determined attempt to pass Congress president Sonia Gandhi’s pet project, the Food Security Bill, will be made. It is slated to be taken up on Monday. Fearing the Opposition may seek to disrupt the House on some issue or the other like the Ayodhya issue, the Congress is leaving no stone unturned for its early passage.

The Congress has issued a three-line whip to its members for the entire week. The Congress whip is for Monday, Tuesday, Thursday and Friday, as Wednesday is a day-off for parliament on account of Janmashtami. There are other essential Bills to be passed, including replacing some Ordinances with regular Bills. Besides the Food Security Bill, the other major Bills coming up for consideration this week includes the Land Acquisition, Rehabilitation and Resettlement Bill, 2011.

The Food Security Bill is the priority and billed as the gamechanger for the party in the parliamentary polls in 2014. Since an Ordinance has been promulgated, it is a law now and te food security programme has already been rolled out in four Congress-ruled States on the birth anniversary of former Prime Minister Rajiv Gandhi on August 20. It is all the more reason that the Congress is keen to regularize it and pass the Food Security Bill within six weeks since the convening of Parliament Session, as otherwise the Ordinance would lapse.

The Food Security Bill could not be taken up for consideration and passing despite it being listed in Lok Sabha List of Business since last Monday, due to disruptions by the Seemandhra MPs. With Speaker Meira Kumar naming12 members from Seemandhra region – 8 from the Congress and 4 from the TDP – for causing disruptions on Friday, it was serious business in the House over the weekend when the Lok Sabha passed as many as three Bills.

Suspension of the Seemandhra MPs is only till August 30 and with the Monsoon Session set to be extended till September 5, they are threatening to come back and continue with their protests in the House. Protests will continue till justice is done to the Seemandhra region, they insist. As such the Congress is keen to push through its major legislative business during the ensuing week, in order to avoid taking any chances.
