Without making a direct reference to Pakistan, Prime Minister Narendra Modi said on Sunday that old structures of terrorism remain and some countries still use it as a state policy.


"Old structures of terrorism remain and there are countries that still use it as an instrument of state policy," Modi said during a critical intervention in a working dinner of the G20 Summit that got underway in this Mediterranean resort city.

"From regions in conflict to the streets of distant cities, terrorism extracts a deadly price," he said in the wake of Friday's deadly terrorist attacks in Paris that claimed 129 lives.

The prime minister said the the changing character of terrorism -- global links, franchise relations -- offered new threats to pluralist and open societies.

He also proposed a 10-point proposal to tackle terrorism.
