Childless couples from the United States are still the single largest fraternity who has been adopting orphans in the country over the past one decade. In response to an RTI query, the Central Adoption Resource Agency (CARA), based in New Delhi issued a statement on inter-country child adoption which showed childless couples from US preferring orphans in India.

In response to an RTI query, the Central Adoption Resource Agency (CARA), based in New Delhi issued a statement on inter-country child adoption which showed childless couples from US preferring orphans in India. There are 43 other countries from which couples are permitted to adopt orphans as per CARA guidelines.

As many as 2,290 children were adopted by the US since 2005, followed by Italy adopting 1,137 children, Spain adopting 526 children and then Denmark adopting 180 children. Meanwhile, Telangana has shown significant improvement in the last two years (2014 and 2015) with 28 inter-country adoptions being done through State Adoption Resource Agency (SARA).

The inter-country adoption in united Andhra Pradesh was 66, which were done in a span of 13 years between 2010 and 2013. As per the state inter-country child adoption statement on united AP, 17 children were adopted in 2000, 12 in 2001, five in 2002, one in 2003, two in 2004, one in 2008, five in 2009, two in 2010, eight in 2011, 11 in 2012 and two in 2013. No adoptions have been done for three years between 2005 and 2008.

Department of the Women and Child Welfare Joint Director Shyama Sundari said all the adoptions were being carried out in a transparent manner and is monitored by CARA. “We take care of the deprived child by giving them food and proper shelter till they get adopted. We share the details of the child with the CARA, which recommends the child to the desired parents,” she said.

Noticeably, the overall inter-country adoption decreased from 867 adoptions in 2000 to 325 adoptions in 2014-15. A total 666 children were adopted in 2005, 589 in 2011-12 and 286 in 2013-14. As per the current CARA adoption guidelines, a parent willing to adopt a child has to register with the Child Adoption Resource Information and Guidance System (CARINGS) on CARA website.

The parent then has to choose the state adoption agency and has to upload basic documents for identity. The CARINGS then, within 30 days, will get back to the parent with the list of available children online. Once a parent selects the child, CARINGS will assist the desired parent by filing Adoption petitions in the court and once the order is issued the parent becomes a legal guardian for the child. Any adoption done outside the CARINGS is considered as an offence as per CARA norms.
