A no-nonsense strict judge, he was also responsible for convicting the key accused in the sensation murder of former bandit-turned political Phoolan Devi. However, the coal block allocation case might probably be his most famous case, as he is due to retire soon.
This is not the first time that Bharat Parashar, the special CBI judge who summoned former PM Manmohan Singh as accused in the coal scam, has hit the headlines.
The Patiala House courts additional sessions judge, later nominated by Supreme Court on recommendation of a sitting Delhi High Court judge, has taken to task various investigating agencies from time to time. In a famous instance during the hearing on coal scam, he had warned former CBI director Ranjit Sinha of holding him directly responsible for the shortcomings of CBI's probe team. Earlier, he had blasted CBI officers for lacking even basic investigative skills. Parashar has also been a joint registrar with the Delhi High Court, a position that indicates the support he enjoys in the higher judiciary.
But such conduct, lawyers said citing his track record, was expected. He hit the headlines in the coal case first, when he asked the CBI point blank whether they had questioned the then Prime Minister, Manmohan Singh, who held the coal portfolio during some of the coal block allocations.
He also slammed PMO officials for not being overboard in the allocations. In another case, on the infamous Phoolan Devi murder, he sentenced the self-confessed killer Sher Singh Rana to life.
Delhi police faced his wrath during a hearing on the IPL spot-fixing case, when they kept taking repeated adjournments in the case. He threatened to slap them with costs unless they shaped up and did their ground work.
In another incident when he was suddenly transferred from Rohini courts as joint registrar to the Delhi High Court, Parashar left two judgments written for his successor, who later pronounced them in open court.
The High Court had to later strike it down since any ruling to stand had to be pronounced in open court by the judge himself. If he leaves it unfinished, the case has to be reheard again by a new judge.
