Hyderabad: Kamalanathan Committee, which met here on Wednesday, failed to achieve breakthrough on 18 (f) clause that had become bone of contention between both Telangana and Andhra Pradesh States.

Since there was difference of opinion, the panel would now take objections raised by both parties to the notice of the Centre, which would take a final call on the issue.

The panel constituted by the Centre to oversee distribution of staff between both states decided to meet again after 15 days.

Telangana government representatives sought certain changes to 18 (f) clause. Vacancies that would arise after filling of posts in Telangana should not be filled with Seemandhra employees, they felt. Even if done, only senior employees, who were close to retirement should be accommodated, they said. However, AP delegation reportedly argued that they would retain senior officers and would only leave junior staff to work for the other State.

Both parties expressed different opinions on certificate verification issue. While Telangana CS laid stress on thorough checking of Service Register and original certificates during study to ascertain the nativity, the opposite party felt that scrutinising Service Register was enough.

However, there was consensus between both parties on few issues. The meeting decided that GAD, which would look after verification of certificates, would comprise representatives of both AP and T States. Initially the panel assigned this job to GAD (AP).

After objections from TS, Kamalanathan panel made the change.

Also, Telangana State government had come forward to accommodate interested employees from seven mandals in Khammam district which was transferred to neighbouring state for facilitation of Polavaram project.

Chief Secretaries and principal secretaries for finance of Telangana and Andhra Pradesh States besides other members of panel took part in the discussions.

Meanwhile, a delegation led TNGO president G Deviprasad met Kamalanathan after conclusion of the meeting. It urged him to expedite staff distribution process so that administrations of both governments could work effectively.
