Eatala lists out measures benefiting poor and needyCongress, which had issued a whip, also supported the Bill stating that it was not against the developmental activities. Leader of the Opposition K Jana Reddy, however, demanded that the government release white paper on the State's finance. TDP members staged a walkout from the House in protest against the behaviour of members of treasury benches who did not allow A Revanth Reddy to speak in the House during the debate on the Bill.

Replying to the Bill, the finance minister said the strategy of government's expenditure management was to redirect government expenditure from less productive schemes towards investments which would result in lasting benefits to the poor and the needy. The government was of the firm belief that development would have no meaning if the poor are excluded. With these objectives in view, the government was taking up a number of flagship programmes, he said.

Telangana State, he said, was expecting revenue of about Rs 48,620 crore during the financial year 2014-15. This includes Rs 35,378 crore Tax Revenue and Rs 13,242 crore Non-Tax Revenues.
